well you can do it a number of ways, either in after effects itself… or you can use any basic or video editing software such as premier, final cut, imovie, window movie maker (WMM may make you EPIC FAIL but its up to you xD )
then inmport video and add sound track below video (may use same sound a number of times).
and when ever you switch from the normal camera view to the messed up glitchy one you add the sound exactly at that that point.
